SpeedStep is enabled by default. Enabled allows the processor to function in "multiple performance states", meaning that the laptop will function at a lower performance state on battery power than it will when plugged into wall power.

I tried changing power schemes to Power Saving from Balanced, tried rebooting, installing Intel. It does not scale down back to Mhz when idle. The only thing that caused it to do it for a short period of time is reinserting and removing the power adapter, after which speedstep changes the speed to MHz, but as soon as anything is called up Internet Exporer for example , it goes back to the maximum speed, Mhz. I'm getting slight stutters if I play for a certain amount of time.
