Vista speedstep

I have used the search tool in these Forums and Google, but have not been able to find a solution to my problem Whenever it is running on battery power, my laptop has an unacceptably low frame rate during gameplay. The same games all have good frame rates when the laptop is plugged into wall power.

SpeedStep is enabled by default. Enabled allows the processor to function in "multiple performance states", meaning that the laptop will function at a lower performance state on battery power than it will when plugged into wall power.

I tried changing power schemes to Power Saving from Balanced, tried rebooting, installing Intel. It does not scale down back to Mhz when idle.
